EQUAL EMPLOYMENT ADVISORY COMMITTEE OF THE MARIN COUNTY PERSONNEL COMMISSION
RULES OF ORDER
1. AUTHORITY:
This Committee is established by direction of the Marin County Board of Supervisors on December 9, 1975, and by action of the Marin County Personnel Commission of February 26, 1976.
2. MEMBERSHIP AND APPOINTMENTS:

There shall be eleven (11) members of the Committee, all appointed by the Personnel Commission, consisting of the following:
1 member of the Marin Association of Public Employees
1 member of the Marin County Women's Commission
1 member of the Marin County Human Rights Commission
8 members, residents or employees of Marin County, who may be from the following population groups, selected with special consideration to members of groups under-represented in the Committee:

Black Native American Women
Latino Age group 40 and over Low Income
Asian/Pacific Islander People with Disabilities Gay/Lesbian

Should any of the above designated groups fail to select a member prior to the next EEAC meeting after being informed of a vacancy, or at least four weeks after being informed, whichever allows more notice, those vacancies may be filled by an at-large members.

3. TERM:
Committee members will serve two-year terms, and may apply to the Personnel Commission for re-appointment at the end of term. Those members who represent specific organizations will re-apply by submitting letters from their organizations to the Personnel Commission.
4. DUTIES:
The Committee has the responsibility for the continuous monitoring of the County's Equal Employment Program and efforts, the consideration and development of recommendations to the Personnel Commission for policy improvements or specific areas of improvement to enhance the Equal Employment Program, and to carry out such other responsibilities as the Personnel Commission may assign to this Committee.
5. QUORUM:
The presence of a majority of the members occupying seats on the Committee shall constitute a quorum for the transaction of business.
6. VOTING:
Each member shall be entitled to one vote which must be cast in person when a vote is required at a meeting of the committee. Effective action shall require the affirmative vote of a majority of all members of the committee.
7. OFFICERS:
Officers of the committee shall be a chairperson and a vice-chairperson who shall be elected at the first meeting of the calendar year from among the members of the committee by a majority vote. The terms of the chairperson and the vice-chairperson shall be one year.
8. MEETINGS

The Equal Employment Advisory Committee shall meet bi-monthly on the first Monday of January, March, May, July, September, and November, at a time and place of convenience of the Committee members.  The meeting schedule of the EEAC may be changed by majority vote.

Special meetings may be called at the request of a majority of the members of the committee, at the request of the chairperson, at the request of the Equal Employment Officer, or at the request of the Personnel Commission. The notice of special meetings, with the purpose of the meeting, shall be given at least three (3) working days in advance of the meeting.

9. AGENDA:
The tentative agenda for each meeting shall be prepared by the Equal Employment Officer in consultation with the committee chairperson as necessary. This agenda shall be considered tentative until approved by the committee at the beginning of each meeting.
10. MINUTES:
Action minutes will be taken by staff and retained as a record of the committee's actions at each meeting.
11. RULES OF ORDER:
The rules contained in the latest edition of Robert's Rules of Order shall govern the committee proceedings in all circumstances to which they are applicable and in which they are not inconsistent with these rules.
12. SUBCOMMITTEES:
Subcommittees may be created upon vote of a quorum of the committee. Membership on subcommittees shall be those appointed by the chairperson during a committee meeting. Subcommittee meetings shall be held as frequently as needed on call of the chairperson of the subcommittee.
13. AMENDMENTS:
The affirmative vote of 2/3 of the members of the committee shall be required to amend or abolish these rules of order, and at least thirty (30) days written notice shall be given to each member prior to voting to amend or abolish these rules.
14. ATTENDANCE:

Any member who can not attend a meeting must give prior adequate notice to staff, so it can be determined if a quorum will be present.

A member who, without prior adequate notice to staff, fails to attend two regularly scheduled Committee meetings during any twelve month period shall be deemed to have forfeited the seat. Upon forfeiture, the Chair will immediately notify the member through a letter, and the Personnel Commission shall be notified of a vacancy.

A member who misses three consecutive regularly scheduled meetings, or the majority of the meetings held during a twelve month period may be deemed to have forfeited the seat, at the discretion of the committee.  Upon forfeiture, the Chair will immediately notify the member through a letter, and the Personnel Commission shall be notified of a vacancy.

 

15. LEAVE OF ABSENCE:
A written request to the Chair, stating the expected length of the absence, if approved by a majority of the committee members will approve a leave of absence of up to six (6) month.
