On November 14, 2006, the Board of Supervisors adopted an ordinance that restricts smoking in certain outdoor places where nonsmoker exposure is a concern. The ordinance becomes effective on Wednesday, February 14, 2007. The specific provisions that are applicable to County workplaces effective February 14 are:

Smoking is prohibited within 20 feet of building openings (windows) or entrances (public and private)

Smoking is prohibited in all outdoor dining facilities

Smoking is prohibited within 20 feet of outdoor work areas, including construction sites; and

No person shall dispose of smoking waste or tobacco product waste within the boundaries of an area in which smoking is prohibited.

Public Works Department is in the process of developing appropriate signage and placing ashtrays in various County office locations. Once signs are posted, employee violation of laws will be handled administratively through their supervisors and the Human Resources progressive disciplinary process, just as any infraction of a violation.

Referrals and Information

In Marin County, the following organizations can assist residents with requests and referrals to drug and alcohol treatment services.

ADT Missions and Programs

The Marin County Department of Health and Human Services, Division of Alcohol, Drug, and Tobacco Programs offers a wide range of education, prevention, treatment and counseling services to Marin County residents.

ADTP serves as an administrative office that contracts the majority of its federal, state and local funds to community-based, non-profit organizations.  Within these agencies, multiple programs are delivered including:

  • Residential treatment for men, women and women with children;
  • Outpatient treatment for adults;
  • Narcotic replacement therapy services;
  • Primary and secondary prevention services for adolescents and adults;
  • Perinatal case management and outreach services;
  • HIV testing and early intervention services;
  • Residential and outpatient services for parolees;
  • First- and Multiple Offender Drinking Driver programs;
  • Drug Diversion program for adults;
  • Adolescent day treatment and;
  • A Neighborhood Recovery Center located in Marin City. 

The Division is responsible for ensuring Contractor’s compliance in accordance with applicable Federal, State and local laws, statutes, rules, regulations, guidelines and ordinances.  Both informal and formal monitoring of contract objectives and use of funds are performed as well as technical assistance in program planning and implementation.

Eligibility:
Eligibility requirements differ among the various contracted treatment providers.  In all treatment agencies, a sliding scale fee, approved by the County Alcohol & Drug Administrator, is applied.

Alcohol and Drug Advisory Board

The Division works closely with the the Alcohol and Drug Advisory Board which meets monthly the first Monday of each month at 7:00 p.m., unless the first Monday is a holiday, then it meets on the next Monday at 10 North San Pedro Road, Room 1018, San Rafael. There are no Advisory Board meetings in July or December.
