• Independent Analysis of CCA Feasibility Study. This review was completed in August 2005 and analyzes the model and assumptions developed by Navigant Consulting, Inc in the CCA Feasibility Study to determine the economic viability of a CCA program. The independent analysis states that the approach is sound, while highlighting risks and assumptions that should be examined in greater detail moving forward.

• Final Draft, Marin CCA Business Plan. The business plan presents a proposal for Marin to form a regional CCA program serving the unincorporated areas of the county as well as eleven cities located within the county's geographic boundary. The plan sets forth proposals for how a Marin CCA program would be organized, funded and operated. Prepared by Navigant Consulting, Inc. Updated April 2008.
